Underage Drug / Alcohol Accountability Program (UDAAP)
If this is your 1st offense for underage drug or alcohol possession, you may have the option of participating in the Underage Drug/Alcohol Accountability Program (UDAAP). If you have a previous citation for possession of THC and this is your 1st underage alcohol possession citation, you may be eligible to take the 12-hour course. This program may be offered to you as an alternative to the effects of having an underage violation on your record.
Upon receiving the underage citation, you have three options:
- You can forfeit (i.e. not attend your court date—this is why your citation may say that court is mandatory) or plead guilty, which will result in a fine and other penalties
- Go to court and plead not guilty and request a trial. If you are found guilty, the court will impose a monetary fine in addition to other penalties
- Go to court and ask to enter the Underage Drug/Alcohol Accountability Program. In order for the class to be an option, you MUST appear at your initial court date prior to contacting the Hope Council. (Only 1st-time offenders are eligible for the UDAAP)
The Underage Drug/Alcohol Accountability Program requirements are:
- Participation in 8 hours of education and pass the test at the end of class. (Additional 4 hours if for drug violation)
- Pay all related costs: 8-hour alcohol education course is $175 and the 12-hour course for drug violation is $265.
At the UDAAP, participants will take part in discussions and activities. The class is designed to educate participants about risk behaviors, consequences, and prevention. In addition, participants will engage in reflection on their usage and/or risk behaviors and determine necessary changes to reduce risk. Please realize that the program is attempting to keep youth safe--it is not meant to be punitive.

Drug Violation Class (Additional 4 hours): SUMMER 2024 DATES TBD
If you would like to enroll in the Underage Drug/Alcohol Accountability Program, please submit the intake form below along with a check or money order for $175 for the 8-hour alcohol class OR $265 for the 12-hour drug class, payable to Hope Council and send to: Hope Council 6103 39th Ave. Kenosha, WI 53142 or contact our office to pay over the phone for the fastest processing of your application.
Space is limited, so please register early. Registration AND payment MUST be received prior to the day of class. Payment will not be accepted on the day of class.
**Upon receipt of your registration/intake form and fee, you will be sent a confirmation of your enrollment via email.
**ALL NO SHOWS AND CLASS TRANSFERS ARE SUBJECT TO A $25 FEE.
**ALL REFUND REQUESTS ARE SUBJECT TO A $25 PROCESSING FEE.
If you have a return-to-court date before the class and are concerned about taking a class that is past your 2nd court date, you may be able to get an extension on your court date by calling the court that handled your citation (it is up to the court).

**Regarding minors served who are 12 years of age and over:
51.47 Alcohol and other drug abuse treatment for minors without parental consent.
51.47 (1) Except as provided in subs. (2) and (3), any physician or health care facility, licensed, approved, or certified by the state for the provision of health services may render preventive, diagnostic, assessment, evaluation, or treatment services for the abuse of alcohol or other drugs to a minor 12 years of age or over without obtaining the consent of or notifying the minor's parent or guardian.
Drug / Alcohol Accountability Program (DAAP)
If you are of legal drinking age and are referred to this program through the Misdemeanor Diversion Program or other means, you may have the option of participating in the Drug/Alcohol Accountability Program (DAAP). This program may be offered to you as an alternative to the effects of having a violation on your record.
The Drug/Alcohol Accountability Program requirements are:
- Participation in 12 hours of education with a test at the end of class for which you must earn a passing grade.
- Pay all related costs: 12-hour course for drug violation is $265.
- There may be other requirements based on your referral source.
- Please fill out the attached intake form and return it to the Hope Council office.
At the DAAP, participants will take part in discussions and activities. The class is designed to educate participants about risk behaviors, consequences, and prevention. In addition, participants will engage in reflection on their usage and/or risk behaviors and determine necessary changes to reduce risk. Please realize that the program is attempting to keep you safe – it is not meant to be punitive.
