Programs/Services

HOPE Council, Inc. offers an array of programs and services, both specifically related to alcohol and other drug issues and others that are not directly related.  HOPE Council is committed to providing the Kenosha community with programs and services to strengthen the individual, the family and the community.  Our current programs and services include:

Assessment and Referral Services
These services are in place to ensure that individuals suffering from problems stemming from alcohol and other drug abuse are referred to appropriate treatment providers and provided with appropriate support services.

  • Intoxicated Driver Program   Wisconsin trained alcohol and other drug abuse assessors provide comprehensive assessments, referrals and education to clients arrested for operating motor vehicles while under the influence (OWI) in order to reduce further risk taking behaviors.
  • Underage Drinking Accountability Program  Eight hours of educational programming is provided as a deferment to an underage drinking violation through an agreement with the Kenosha County courts.
  • Community Assessments – Substance abuse assessments are provided to individuals on a voluntary or court ordered basis.
  • Impact Panel Attendees hear powerful stories from individuals who have been impacted by drinking and driving.

Special Families Program
The HOPE Council now offers services that assist families during times of crisis and assist in preparing families to control the direction of their lives.

  • I Am Special – A program for elementary-aged children who participate due to a parent's substance abuse. It was established in the 1980's as a project of the HOPE Council (formerly known as the Alcohol and Other Drugs Council of Kenosha County, Inc.). The goals of the project are to educate children about alcohol and other drugs in order to develop their awareness of the effects of substance abuse on families and to provide a supportive, safe place to talk about feelings and learn to cope with them in positive ways.
  • Parents in Recovery Child Care Program – Services are provided for children from birth to 12 years from low income families who need childcare to facilitate the parents' involvement in formal substance abuse treatment, self-help groups, certain designated support services and, if need be, short-term detoxification or inpatient treatment. There is no charge for this service. Parents in Recovery became an established program of the HOPE Council, Inc. in the 1980's and provides child care and family support services designed to assist families of addiction , prevent the abuse and neglect of children and increase family stability.
  • Crisis Nursery Program  – This program provides emergency and planned child care services for children, aged 12 and younger, at no cost, for low-income families in the homes of certified and licensed child care providers. Families may utilize the child care services for a number of reasons: they need "time out" from the constant demands of child rearing, they are feeling overwhelmed due to a crisis situation such as an illness or death in the family, and/or they or a community agency have identified the need to place the children in a safe enviroment to avoid the possibility of abuse and neglect.
  • Supervised Visitation – This program provides either monitored or direct supervision for parents whom the courts have determined should be observed while interacting with their children.The cost for this program is a one-time administartive fee of $15 and $20 per hour of visitation. (Rates are subject to change)

Community Education and Prevention 
Services to help with education and prevention of substance abuse are available to all community members.

  • Prevention-based Programming and Educational Activities Programming for children or adults is offered at local schools, community centers, business settings, medical facilities and other places on subjects related to substance abuse.
  • Resource Library – A free lending library of books, videos and brochures is available for anyone interested in learning more about substance abuse issues.
  • Clearinghouse for Substance Abuse Resources – A listing of resources, including treatment providers, options, funding and support groups is available. 

The HOPE Council, Inc. is a non-profit organization dedicated to
Helping Others through Prevention and Education (HOPE).

Programs and services are provided through the generous support of the
Kenosha County Department of Human Services Division of Aging &
Disability Services, Services to People in Treatment through
Wisconsin’s Department of Health Services Division of Mental Health
and Substance Abuse Services, United Way of Kenosha County, self-pay,
foundations and private donations.
